As there are no respawns, you reach maximum level 38 at the end of the game and DLC (with +XP Hireling). That means you have exactly 37*3 + 4 (starting) = 115 skill points to spare (117 for humans), of which 2 are fixed. Obviously those spent towards the end have little to no significance, as the game ends. That means you will never be able to "max out" your characters' skills. Just saying :-)
